State Safety Programme (SSP)
The State Safety Programme (SSP) is Seychelles' framework for managing aviation safety in accordance with the Standards and Recommended Practices (SARPs) of ICAO Annex 19 – Safety Management.
The Seychelles Civil Aviation Authority (SCAA), as the designated civil aviation authority of the Republic of Seychelles, is responsible for the development, implementation, maintenance and continuous improvement of the State Safety Programme (SSP). The SSP provides a systematic approach to managing safety at the State level and supports the effective oversight of aviation activities throughout the aviation sector.
The SSP is built on four key components:
- State Safety Policy and Objectives
- State Safety Risk Management
- State Safety Assurance
- State Safety Promotion
Through the SSP, SCAA works collaboratively with aviation service providers, government entities and other stakeholders to strengthen aviation safety performance, promote a positive safety culture, encourage proactive safety reporting and support data-driven decision-making.
