Principal duties and responsibilities 

The planning, direction, control and co-ordination of the financial management function of the organisation. Advise management on all accounting and financial matters of the Authority.

• Provides overall financial guidance to the company.
• Manage governance by identifying risks, developing and implementing control procedures.
• Prepare accurate and realistic forecasts of business performance.
• Prepare accurate and timely financial statements and management reports.
• Monitor the internal control environment and regularly evaluate the adequacy and efficiency.
• Ensure compliance with all relevant statutes, rules and regulations.
• Co-ordinate the preparation of capital and operational budgets.
• Asset recording.
• Leading forecasting, budget and long-term financial planning process.
• Any other duties related to this position.

Minimum Qualifications / Skills / Experience

• A Bachelors degree in Business Administration or related field plus a full professional accounting qualification from a recognized accounting body (ACCA).
• 8-10 years of progressive experience in accounting or auditing fields.
• Strategic planning, resource allocation, HR modelling.
• Accounting techniques, financial systems, financial planning and control.
• Auditing and compliance.
• Writing of financial reports, for both financial and management accounting.
• Budget preparation.
• High level analytical skills coupled with Commercial Acumen.
• Strong decision-making skills.
• High level of planning and problem solving ability.
• Ability to work under pressure.

Job summary

The primary role is to establish and implement a regulatory framework and safety oversight system in the fields of Aerodromes and Ground Aids. The post holder ensures that the safety oversight of the Inspectorate adequately takes into account seven of the eight critical elements of an effective safety oversight system.

• CE 2- Specific Operating Regulations.
• CE 3- Civil Aviation Systems and Safety Oversight functions.
• CE 4- Technical personnel qualification and training.
• CE 5- Technical guidance, tools and the provision of safety-critical information.
• CE 6- Licensing, certification, authorisation and approval obligations.
• CE 7- Continuous Safety Oversight.
• CE 8- Resolution of Safety Concerns.

• The post holder may from time to time partake in duties as an inspector when required.
• The post holder also exercises Delegation of Authority (DoA) for approvals, variations, validations and exemptions under the Air Navigation Order in the field aerodrome certification and standards.

• Pre-requisite Training & Qualifications:
  • 2 years as an Aerodrome Standards Inspector; or
  • 5 years Aerodrome Safety Inspector; and
  • Oversight Core.
  • SR ADR OJT.
