The Seychelles Civil Aviation Authority (SCAA) hosted a high-level delegation from the Eastern and Southern African (ESAF) office of the International Civil Aviation Organization (ICAO). The four-member delegation led by the Regional Director, Ms. Lucy Mbugua was on a working visit from 29th June to 3rd July 2026.

The visit comes as SCAA is preparing the Seychelles aviation sector for a major ICAO safety audit under the Universal Safety Oversight Audit Programme (USOAP) due to be held in August 2027. The Audit is an international check of Seychelles’ aviation system. It evaluates how Seychelles is implementing ICAO’s Standards and Recommended Practices (SAPRs), and how effective are its regulatory framework, systems and oversight capabilities in place to govern civil aviation.

During the weeklong visit the Regional Director and delegation engaged in productive discussions with the Board, management and senior officers of SCAA. Discussions focused on strengthening regulatory oversight, enhancing operational capacity and advancing the safe, secure, efficient and sustainable development of Civil Aviation in Seychelles, in accordance with internationally set standards and strategic goals.
It was reiterated that SCAA is the body in Seychelles who is responsible to ensure that Seychelles fulfills its commitments to the global civil aviation industry as per the provisions of the Chicago Convention to which Seychelles has been a signatory since 1977. Ultimately, strong oversight and clear regulations are the foundation of a safe, secure and thriving aviation sector, benefiting passengers, airlines and the country, through the aviation sector.

The delegation also met with the management the Seychelles Airports Authority, as the Airport operator, and Air Seychelles, as the national carrier. During these discussions the delegates were updated on different developments at the Seychelles Airports and the national carrier. In turn, the delegation took the opportunity to reiterate that the success of the upcoming audit will depend not only on SCAA, but on their level of compliance and commitment to remedy any findings as put forward by SCAA. They further emphasized the importance of aviation stakeholders working closely with SCAA and taking its inspections, audits and guidance seriously, as these help ensure that the entire aviation sector operates in line with international standards. This collective commitment is essential to safeguarding the connectivity of which Seychelles' tourism and economy depend heavily on.

In addition to technical meetings the delegation also met with the Minister responsible for Transport, Ports and Civil Aviation, Ms. Veronique Laporte; the Secretary of State in the Ministry of Finance, Economic Planning and Trade, Mr. Patrick Payet; and the Special Advisor to the Minister of Tourism and Culture, Mrs. Bernadette Wilhemin. The objective was to highlight the need for an integrated approach at state level in planning and policy making, where aviation is recognized as a strategic pillar supporting national development objectives.

The Seychelles Civil Aviation Authority (SCAA) and the Fair Trading Commission (FTC) have signed a Memorandum of Understanding (MOU) aimed at strengthening consumer protection within Seychelles’ aviation sector.

The MOU marks an important step towards enhancing cooperation between both institutions and establishing a more structured, transparent, and effective framework for addressing aviation consumer complaints and protecting passenger rights.

Through this partnership, SCAA and FTC will work together to strengthen oversight, improve complaint handling mechanisms, and support greater accountability and consumer confidence within the aviation industry.

The agreement will also further develop FTC's experience within the aviation sector and enhance its engagement with aviation stakeholders. The initiative also reinforces SCAA’s oversight role and advances Seychelles’ alignment with international aviation standards, including the consumer protection principles of the International Civil Aviation Organization (ICAO), as well as international air carrier liability regimes under the Warsaw Convention of 1929 and the Montreal Convention of 1999.

Passengers and airport users will benefit from clearer mechanisms for lodging and resolving complaints relating to matters such as baggage handling, passenger rights, conditions of carriage, and access to accurate information throughout the passenger journey.

Consumers must still begin by contacting their service provider, which already has its own system for handling complaints. The Fair Trading Commission Seychelles was established in 2010 under the Fair Trading Commission Act, 2009, with the mandate to promote fair competition and protect consumer rights in Seychelles. In 2022, the Commission transitioned under the Fair Trading Act, 2022, which strengthened and modernised its regulatory framework by consolidating laws relating to consumer protection and fair competition.

Today, the Commission is equipped with stronger powers to enforce the consumer protection act, investigate anti-competitive conducts and terminate unfair business practices. FTC works closely with key stakeholders through joint inspections and national task force operations to ensure compliance across various sectors. The mission marks an important step in strengthening the effectiveness of Seychelles’ aviation safety oversight framework. It is intended to provide targeted technical guidance and expert support, with a focus on improving the State’s level of implementation of ICAO Standards and Recommended Practices (SARPs) through enhanced legislation, regulatory systems and institutional arrangements.

The outcomes of the ROST Assistance Mission will directly contribute to SCAA’s corrective action plans and support preparations for a full ICAO audit expected in 2027/2028. This engagement reflects SCAA’s proactive and structured approach to continuous improvement, regulatory readiness and alignment with evolving global aviation safety requirements.

The mission was led by Mr. Papa Issa Mbengue and supported by regional aviation safety experts Mr. Zewdu Teklay Aregawi, Mr. Elisha Omuya, and Mr. Bedan Thendu. The team brings extensive regional and international experience in aviation safety oversight, providing valuable technical insight and assessment throughout the week-long engagement.

During the mission, the ROST team reviewed key components of Seychelles’ aviation safety system. These include primary aviation legislation such as the SCAA Act 2024 and the Civil Aviation Act 2005, civil aviation regulations aligned with the 19 ICAO Annexes and derived from the European Union Aviation Safety Agency (EASA) framework, as well as the organizational structure, functions and responsibilities of the newly established SCAA. Emphasis was placed on the legal and regulatory framework, with important feedback provided on strengthening national processes to ensure the timely development and implementation of technical regulations, noting this as a key area requiring further enhancement.

The review also covered personnel licensing and training, aircraft operations, airworthiness, air navigation services, aerodromes and ground aids, and the implementation of the State Safety Programme.

The current mission builds on continued cooperation between Seychelles and ICAO, following the last off-site validation mission held in November 2022, and supports sustained institutional development and progressive strengthening of national oversight capabilities.

Through the hosting of the ICAO ROST Assistance Mission, SCAA reaffirms its commitment to continuous aviation safety excellence, effective regulatory oversight and close collaboration with international partners.

The Seychelles Civil Aviation Authority (SCAA) has officially granted regulatory approval to Air Tanzania, marking another milestone in Seychelles’ air connectivity.

The approval letter was formally handed over by the Chief Executive Officer of SCAA, Garry Albert, to the Honorary Consul of Seychelles to Tanzania, Maryvonne Pool, during a short ceremony held at the SCAA Head Office, D’Offay Building, Providence. The ceremony was also attended by key personnel who had been directly involved in the regulatory and technical assessment process leading to the airline’s approval.

Following this approval, Air Tanzania is set to commence scheduled direct flights between Julius Nyerere International Airport and Seychelles International Airport, operating three times weekly. The service is expected to begin on 1 April 2026, further strengthening air links between Tanzania and Seychelles.

In accordance with its mandate, SCAA conducted a thorough evaluation of the airline’s application, ensuring full compliance with applicable international aviation standards relating to safety, security, and operational readiness. This approval reflects the Authority’s continued role in safeguarding the integrity of Seychelles’ airspace while enabling the responsible expansion of air services.

The new route is expected to improve accessibility between the two destinations, creating additional opportunities for tourism growth, business travel, and trade.

Passengers travelling on the route are expected to benefit from modern onboard services, with Air Tanzania set to deploy wide-body aircraft, offering enhanced comfort and capacity. Beyond the onboard experience, the service significantly improves connectivity options for travelers, providing seamless connections to key destinations within Tanzania and the wider region, while also gaining access to emerging markets in Asia and the Middle East. This means passengers can more easily combine their trips with other travel experiences, whether for business, leisure, or visiting family and friends, while enjoying smoother and more efficient journey options.

Seychelles has secured new air services arrangements with a number of countries in Latin America, culminating in an expansion of the route network of the small island nation.

The Seychelles delegation is led by the Principal Secretary for Civil Aviation, Ports and Marine, Mr. David Bianchi, accompanied by Mr. Garry Albert, Chief Executive Officer of SCAA and Mr. Sandy Benoiton, Chief Executive Officer of Air Seychelles and field experts. The ICAO Air Services Negotiation Event is a pioneering annual meeting place for civil aviation communities across the globe to meet in one location to conduct air services talks.

The Caribbean and Latin American setting has provided Seychelles with a unique opportunity to strengthen ties in the region and secure essential traffic rights. As a result, Seychelles initialed six new Air Services Agreements with Argentina, Uruguay, Chile, St. Maarten, Liberia and Panama – bringing its total agreements to 95 countries, an impressive achievement for a small island state.

“These agreements create new opportunities for air operations and enhance global connectivity through the hubs. As a Small Island Developing States, maintaining strong air links is vital to uphold the long-term sustainability of our industry which supports tourism and trade”, remarked PS Bianchi after witnessing the initialing of these new Agreements.

Seychelles is being represented by a high-level delegation at the 42nd session of the International Civil Aviation Organization (ICAO) Assembly in Montreal, Canada, that is expected to end on 3^rd October 2026.

Leading the delegation is Mr. David Bianchi, Principal Secretary for the Department of Civil Aviation, Ports and Marine (DCAPM) with Mr. Garry Albert, Chief Executive Officer of the Seychelles Civil Aviation Authority (SCAA) as the alternate delegation head.

The ICAO Assembly is held every three years gathering its 193 member states to address pertinent issues affecting air transport, airports and air navigation services. This year’s meeting is being held under the theme ‘Safe Skies, Sustainable future’, acknowledging the fast-paced growth of aviation as a critical driver for economic development. The ongoing dialogue will culminate in a set of policy outcomes that would guide the global aviation sector in the next triennium

The Assembly sessions provide member states with the opportunity to debate on ICAO’s budget, policies, and strategic direction in various areas including safety, security, environment and economic developments. It also approves amendments to the Chicago Convention and endorses updates to global aviation plans such as the Global Air Navigation Plan and the Global Aviation Safety Plan.

Seychelles’ presence ensures our national positions are safeguarded in these key decisions and our international interests are promoted, and in this regard, with the delegation taking part in the voting process to elect members of the ICAO Council, which is the governing body of ICAO responsible for implementing the decisions of the Assembly over the next three years.

During the week-long event Seychelles is currently engaging with its global aviation partners with many opportunities to highlight some of its major achievements and cooperation avenues. An information paper was also presented to the Executive Committee of the Assembly on the structural changes to SCAA, reflecting efforts to comply with ICAO’s Standards and Recommended Practices (SARPs).

The approval letter was formally handed over by the Chief Executive Officer of SCAA, Mr. Garry Albert, to Discover’s Station Manager for Nairobi & Seychelles, Dr. Adewale Sanni, during a short ceremony held at the SCAA Head Office, D’Offay Building, Providence. The ceremony was also attended by a few key personnel who had been part of the approval process for Discover.

The leisure airline, part of the Lufthansa Group, is set to commence scheduled flights from Frankfurt to Seychelles on Monday 27 October 2025, operating twice weekly using an Airbus A330 which has a capacity of 310 passengers.

Discover Airlines, is based in Frankfurt and connects travellers to over 63 destinations across Europe, North America, Africa, and the Caribbean. Its new route to Seychelles, expands its reach into the Indian Ocean region. This development strengthens Seychelles’ aviation network, providing direct access between Europe and Seychelles with economic spillovers to the country.

The airline’s entry was made possible through the updated Air Transport Agreement between the Republic of Seychelles and the Federal Republic of Germany, signed during the ICAO Air Services Negotiation Event (ICAN) in Kuala Lumpur in October 2024. The revised agreement increases the permitted flight frequencies from three to fourteen weekly and allows up to five airlines from either side to operate scheduled air services between Seychelles and Germany.

The SCAA, under the leadership of Chief Executive Officer Garry Albert, remains in place as the regulatory body responsible for overseeing all civil aviation activities within the sovereign territory of Seychelles. Its core mandate is to ensure that aviation operations are safe, efficient, economic and fully compliant with both international and national standards. As part of this realignment, the SCAA has relinquished all airport operational responsibilities to the Seychelles Airports Authority (SAA), the new entity, and now functions exclusively as the regulator.

The new entity, the Seychelles Airports Authority (SAA), under the leadership of Chief Executive Officer Colin Chang-Tave, is responsible for managing, developing, and administering Seychelles’ airports, as well as delivering associated aviation services. The SAA oversees the day-to-day operational management of airports, air navigation services, the development and maintenance of aviation infrastructure, and ensures the commercial viability of airports under its management.

As the designated regulatory authority, the SCAA also ensures that the SAA complies with applicable national and international regulations, particularly those derived from the ICAO.

This separation was formally enacted on January 1st, 2025, following the assent of the SCAA Act and SAA Act respectively by the President of Seychelles in August 2024, and their official gazetting on December 30th, 2024. The transition was completed through the signing of three statutory instruments by the Minister for Transport, which established the commencement of the two authorities and provided for the legal transfer of assets and responsibilities from the former unified structure.

By aligning with ICAO’s international standards, Seychelles is reinforcing its commitment to a safe, secure, and efficient aviation environment—one that is transparent, accountable, and prepared to meet the evolving demands of global air transport.

The Seychelles International Airport (SIA) has attained a new milestone in customer experience initiative by reaching Level 2 of the Airport Customer Experience (CX) Accreditation from the Airport Council International (ACI), the global authority on airports. This prestigious accreditation was received by Mr. Garry Albert, CEO of the Seychelles Civil Aviation Authority (SCAA), at the ACI Global Summit held in Atlanta, Georgia in September 2024.

Since 2022, the SCAA has participated in ACI's Airport Service Quality (ASQ) and CX Accreditation programmes with the aim to strengthen operational efficiency and achieve commercial gains with a new focus on customer experience. Over the years, these initiatives have provided valuable insights into customer satisfaction and highlighted key areas for developments throughout the customers’ journey at Seychelles International Airport.

The Level 2 award is in recognition of the progress made by SCAA in its efforts to have a deeper appreciation of its customers, mapping their concerns throughout the airport journey, highlighting pain points, ensuring relevant improvements, and in the end meet the expectations of the various categories of airport customers. As part of this process, impact assessments and tracking of key indicators are valuable tools used to ensure consistent progress on the ground.

SCAA CEO Garry Albert stated, "This second international accreditation highlights the dedication and hard work of the entire airport community, proving that we are serious about customer service, and we are committed to take steps to reach global standards in the overall customer satisfaction."

It should be noted that the recent service quality survey results underscores that much work remains to be done. In 2023, SIA recorded a passenger experience score of 3.78/5.00 and an overall satisfaction rating of 3.92/5.00. This year, the scores stand lower at 3.72 and 3.85, respectively.

Capacity constraints were identified as one of the key factors impeding customer satisfaction, especially for information collected of passengers’ experience during peak hours. As CEO Albert noted, “We currently have serious capacity constraints especially during peak operations in various areas which compromises customer satisfaction. It is for this reason that the SCAA has also been working on airport development plans”. CEO Albert concluded that in line with national aspiration as a 5-star tourism destination we need to ensure that our airport experience leaves a lasting first and last impression of the Seychelles.

Looking ahead, SCAA will reinforce its efforts in elevating customer experience, building on existing initiatives through employee engagement, airport community collaboration, and customer feedback data captured, allowing airport staff to expediently identify and rectify issues in real time. SIA will also expand its Accessibility Programme to ensure inclusivity for all passengers and continue with the implementation of the Lospitalite training programme.
